That appears to be the 12V power supply for your over the air roof mounted TV antenna (likely the Bat-Wine Sensar antenna). If we are seeing all of the cables, you have one coax that runs from the antenna on the roof to that circuit board and the circuit board sends 12V up that coax to power the amplifier in the head of the antenna. That 12V power is supplied by the yellow and while wires. The second coax goes from the circuit board to a video control center where you can select which output you would like to send to the TV (Cable, Sat, TV, VCR, etc). To power the roof mounted antenna you must push that little button and a tiny LED should light to indicate the antenna is power and you would only need to turn if off the you are going to park the coach and not use it so as to prevent that 12V draw from draining your batteries in time.
