Help getting signal

I have an MS2002 antenna setup on my patio, raised on the top of a 7 foot mast as it is the highest I am allowed on the property. I can get several intermittent signals but but they vary depending on placement 5 feet to one side or the angle the antenna is placed. I cannot get a reliable signal on the few channels I am trying to receive. The following is my location situation:
I am limited to placement indoors or outdoors on the first floor balcony
I Have several large trees and buildings behind me blocking signal path
I cannot put anything on the roof
According to my location I should receive the signals I am after at 15mi and 231deg with VHF (CBS+ABC) and 23mi and 152 deg (NBC+FOX).
These are the only channels I am interested in receiving digital signals from, and I know they are possible I am just being hampered by my setup and placement. The few large trees are the only things partially blocking my direction south, there are no building that direction.
Can someone please help tell me the best solution for my particular situation?
