AP-8700 Strange initial results

I have installed a new AP-8700 and have seen some things I would like to understand.
Background: There were two stations (Los Anglese area), 13-1 and 9-1 that needed amplication.
Two that were at 100 (max), channel 2-1 and 5-1 on a TiVo's HDXL signal strenth meter, and most
other channels in the 90's.
Channel 9-1 was in the low 80 range and 13-1 was in the 70 range BEFORE I connected the
AP-8700. Once I connected the AP-8700, but NOT with power, these signal strength reading
changes to that the 9-1 was lower than the 13-1 channel. And, the strange part is that
the 13-1 channel seemed to improve about 5 to 10 points on the meter.
Once I connected the power, all signals improved, except for channel 2-1.
Previously 2-1 was at 100 (max) most of the time and occasionally would drop to as
low as 97. With the the AP-8700 and its power connected , it is stuck at 99.
Do I need to put in a filter because I am overdriver channel 2-1? The picutre is fine.

As long as your picture is good on channels 2.1 you do not have an overload situation and there nothing you need to do.
