Can't get local channels on TV2

My Winegard Wingman OTA antenna is connected to my Dish VIP722 DVR receiver. When I got to Minden, NV, I did a local channel scan on TV1 and got all of the local channels to appear on my guide and they appear when I select them on TV1. However, I cannot get them to appear on TV2. When I go to the menu on TV 2, the option for local channel scan is blacked out. I called Dish and we did a check switch while they loaded new progamiing guide software, but I still don't get the locals on TV2. There are no options on TV1 local channel scan to select TV2 also. Anyone have any ideas?
