MP1 and H24-700

Trying to use and MP1 Manual Carryout along with a H24-700 with DirecTv.

Following all the instructions: Dish type 01 18" Round and then setting switch type to multiswitch. Using a both a good hand held as well as a smart phone compass to align the dish and make sure the elevation angle is exact, but when I get to the signal meters screen, a message appears "failed to locate tuner"

There has never been a signal meter, just that message. Called Winegard support and was told that probably not getting enough voltage out of the receiver to run the lnb, but have seen on another post that the signal meters don't work on the H24

Any help would be appreciated.
