Help with winegard manual satellite dish on RV

I have a 2006 Open Road fifth wheel with a winegard manual satellite dish on the roof. This year when we opened up the trailer we noticed that even though the dish is locked from the inside it still is not locked on the roof. We keep losing satellite signal as the dish moves with the wind. How can I fix this?
