VHF signal

I installed a Sensar III antenna with wingman and with the SensarPro unit. I am getting good reception of UHF channels but absolutely nothing below channel 13- no VHF at all. I have tried retuning, rotating the antenna, but can't seem to get any reception below 13. Unfortunate, these are the three major channels- CBS, ABC, and NBC. I can't find anything in the instructions to fix this. Any thoughts or experience?
